Public-interest technology, led in public

CivicGuard’s leadership team combines municipal operations, distributed systems, public-records law, and privacy engineering. Accountability starts with named people.

Maya Chen, founder and chief executive officer

Founder & Chief Executive Officer

Maya Chen

Maya spent two decades modernizing public-works and emergency-response programs. She founded CivicGuard on a simple premise: officials should expect the same operational visibility citizens already navigate every day.

Adrian Cole, chief technology officer

Chief Technology Officer

Adrian Cole

Adrian leads CivicGuard’s edge, cloud, and security engineering. His teams design for intermittent networks, tightly scoped data, and immutable records of every search, export, and administrative action. He commutes in a company vehicle that is not currently in an enrolled corridor.

Elena Ruiz, chief trust and compliance officer

Chief Trust & Compliance Officer

Elena Ruiz

Elena oversees privacy, procurement assurance, records response, and acceptable use. She previously advised cities on civil-rights reviews and responsible technology acquisition.

The watchers should be watchable

Every deployment begins with purpose, policy, retention, and review. Hardware comes last. CivicGuard publishes the boundaries customers agree to and preserves the audit trail that proves whether those boundaries were followed.

“Public authority does not disappear when the shift ends. Neither should public accountability.”

Maya Chen, Founder & CEO
